PUTRAJAYA, March 27, 2024 – The installation of solar PV (photovoltaic) systems at residential premises by domestic users to enable roof spaces to be utilized for renewable energy generation is getting more uptake. Considering its significant potential, the installation of solar PV systems at residential premises should be expanded to support the Government’s efforts to increase renewable energy capacity in the electricity supply system to 70% by 2050 and reduce carbon emissions from the electricity supply sector.

In line with this aspiration, the Government will introduce a special incentive program to encourage the installation of solar PV systems by domestic users called the Solar for Rakyat Incentive Scheme (SolaRIS). The launch of SolaRIS is expected to increase the adoption of solar generation among the people under the Net Energy Metering (NEM) Program with the following provisions:

  1. A rebate of RM1,000/kWac up to a maximum of RM4,000 to new NEM Rakyat users who submit NEM applications to the Sustainable Energy Development Authority (SEDA) Malaysia on and after April 1, 2024;
  2. This scheme is open to all Malaysian citizens with a one-time claim limit for each TNB account holder;
  3. This scheme is open to those who are first-time applicants for the NEM Program;
  4. Rebates will be provided on a “first come first served” basis for the NEM Rakyat quota applied for from April 1 to December 31, 2024, and NEM Rakyat applications obtained must be operational no later than March 31, 2025, or until all SolaRIS rebate quotas are fully allocated, whichever comes first;
  5. Rebate payments will only be made after the installation and operation of the solar PV system under the NEM Rakyat Program, in the name of the bill holder, and will be deposited into the user’s local bank account, subject to the terms and conditions of the claim; and
  6. This incentive will be administered by Tenaga Nasional Berhad (TNB), and details of this program can be found on the TNB, SEDA Malaysia, and Energy Commission websites.

To further increase public involvement in renewable energy generation, the Government has also agreed to allocate an additional quota of 100 megawatts (MW) under the NEM Rakyat Program, increasing the total allocated quota to 350MW. Applications for quotas for this NEM Rakyat Program are open until December 31, 2024, or until all allocated quotas are fully distributed, whichever comes first.

With these provisions, the Ministry of Energy Transition and Water Transformation (PETRA) believes that SolaRIS will attract more domestic users to participate and enjoy the benefits of installing solar systems in residential premises, thereby contributing to the energy transition aspiration and the country’s carbon-neutral targets by 2050.
