What Is Solar ATAP?
Solar ATAP is a new rooftop solar programme launching on 1 January 2026, introduced by the Ministry of Energy Transition and Water Transformation (PETRA).
The goal?
To accelerate solar adoption by allowing larger system sizes, fair energy offset rates, and no fixed quota limitations — while still protecting grid stability.
In short: more freedom for solar users.
🔓 No Fixed Quota Limitation
One of the biggest changes under Solar ATAP is the removal of fixed quota limits. This means users no longer need to rush or worry about missing allocation slots. With open participation, solar planning becomes more practical and less stressful.
🔄 Similar to NEM-Based Energy Offset Concept
Solar ATAP continues to apply the Net Energy Metering (NEM) concept, allowing excess solar energy to be exported to the grid and used as an energy offset. It keeps the system familiar while making it more attractive than existing self-consumption-only options.
⚡ Install Up to 100% of Maximum Demand (MD)
Another key highlight is system sizing flexibility. Under Solar ATAP, solar installations are allowed up to 100% of Maximum Demand (MD), giving users more freedom to optimise rooftop space and match their actual energy needs.
🏠 Higher Solar Capacity for Residential Segment
Residential users will enjoy enhanced system limits:

Single-phase homes: up to 5 kWac

Three-phase homes: up to 15 kWac (increased from 12.5 kWac compare to previous NEM Scheme)
This means more energy generation and stronger long-term savings, especially for larger households.
💰Fair & Transparent Energy Export Rates
Solar ATAP applies market-aligned rates for exported energy:

Domestic (Residential) users: based on TNB electricity tariff rates
>1500 kWh : RM0.37 | <1500 kWh : RM0.27 -
Non-domestic users: based on System Marginal Price (SMP)
approximately RM0.25
This ensures fair value for the energy you contribute to the grid.
